Phase 1: New tools to simulate the French tax and benefit system
In collaboration with the Club Praxis and with additional funding from the
AXA Research Fund
This project aims at developing a new microsimulation tool of the French tax and benefit system based on extensive administrative data. The underlying motivation is that good quality public debate in modern democracies has to rely on open-source scientific expertise, allowing the wider public to evaluate impacts of possible reforms.
Phase 2: Redistributive Targeting: the Ecological Feebate System: How Effective, How Equitable?
This paper presents a multidimensional analysis, first outlining the analytical framework and the specific characteristics of environmental policies, such as the bonus-malus (feebate) system. It then describes two stylized facts regarding the targeting of the mechanism, and uses a vehicle demand model to quantify the behavioral effects associated with the bonus and malus in order to deduce their environmental and welfare impacts.
